Likely an untraceable axiom with very slight variations, Mussolini's son-in-law Count Ciano used in his WWII diaries. John F. Kennedy made it memorable in a speech.

The attributin is correct, but the words are slightly different. Originally success was victory and failure was defeat. JFK accepted the blame for the failure of the Bay of Pigs invasion. He used the saying in its original form.
