The average age needs to come down. It that context, it is nice to see Akhilesh Yadav as the CM of UP. Young leaders from all the parties should be promoted as junior ministers under senior persons like Pranab and others. Over a period of time, the older leaders should make way for the young ones to take independent charge of most of the ministries. The 70 plus leaders, should lead the parties and continue as counselors and advisers for the young ones.

More than 50 % of the total population belong to under 25 age group. So, drawing logic from your question, more than 50% of the Legislators or ministers should come from sub-25 age group.

Legislative and administrative work need experience, wisdom and broader vision which are more expected in the higher age group. We may need more of younger people for policy implementation. But Policy formulation is different. The general complaint with older people is that with age they become more egoist and less accommodating where as younger people are expected to be free thinkers without unnecessarily carrying the luggage of old tradition. But that is not a clincher. Will you go to a 25 year old doctor or advocate in most critical time save in rare circumstances? But when you need production manager, hard working sales men or researchers or executives you prefer young people. The utility or value of experience can't be wished away.
