Two words:

Sabayon Linux.

U can also get Ubuntu's Media Center edition, but I find Sabayon handles video more crisply than does Fiesty. And MUCH better than Windows, unless you have lots of money to spend on hardware upgrades.

But for bare basic requirements for ur tasks, it looks to me like you'll need a good 3d card. NVIDIA 5500 is a good one w/ 256mb video memory. But your wallet's your only limit here :) If you want more cutting edge, get a good 512 mb 3dfx card. or if you want budget, get a 256mb....

And for audio, you'll need a good creative labs sound blaster audio card. I haven't checked the latest config, but you can easily ask a browsing center or see the ranges online yourself in google.

And 1gb of RAM is a must- but 2GB helps A LOT. Esp for video editing & reprocessing.

Your requirements aren't anything too complicated. You just need a good 3d card & a good creative labs sound card.

They can fit almost on any PC- but just make sure whatever ...more

rather than goin for the cheap 5500 cards , u should insist on getting the latest in the DX10 market the 8800GT , its one hell of a card, it even beats the predecessor 8800GTS, the one from galaxy just costs 14K
its worth a buying , for all ur editing needs
