Shastra is a small hand held weapon. Astra has a bigger meaning. In our puranas, Agneyastra, Brahmastra etc are described. They were powered by 'mantras'. Now a days they are powered by rockets. Like Brahmos, or Prithvi, etc. These we call as missiles, and have tremendous destruction power.

Astra = woh hathiyar jise door se prayog kiya jaata hai ( jaise dhanush-baan, brahmastra, missiles)
Shastra = jise haath mein leke prayog kiya jata hai (jaise talwar, gada)

Note: Kai shastro ko phenk ke bhi prayao kiya ja sakta hai (jaise trishul, bhala etc) par phir bhi woh shastra hi kehlange.
