I would say yes although the difference is not much. Asking questions is fine. Sometimes, it becomes very difficult to select the answer to award BA.

Giving B.A is my regulation work as per my QNA guide line. So, when I give, a B.A I think a job is done as it should be. But getting B.A is altogether different. Here it is a case of getting appreciation indicating the satisfaction of the questioner with my answer. These two cannot be compared.

Honestly spkng., ppl. should restrain themselves from giving BA and UV, and to be reserved for those which are really thoughtful, mind provoking, etc.
Especially cut & paste GK answers does not deserve any BA at all and i do n't believe forum should be a place to check ones google capability.

I must say the satisfaction is equal.
However, questioning need more study and that has it's own satisfaction.
