Are the ports is a Center Concern or State Concern.. since it matter National Security??

Port ministry is central affair, but minor ports are state affair. Though, itz BOO by pvt., it will be manned by customs department and also coastal guards are involved in monitoring.
If Pvt. Ports could be security threat, then govt. run port also can be equally threat.
