Police is under state government which, in turn is governed, regulated by Delhi high command. Howsoever strong a police chief may be, he can not act in the best interest of law and order. He is to act as per the whims of political bosses who can appoint/sack him anytime.

Had the social media not picked it up and highlighted it, they would not have arrested him at all. This is not his first time
