In a Western Liberal sense, Israel is the most progressive country in the Middle East since minorities have rights, homosexuality is permitted, and freedom of the press and of assembly exist. If Israel is excised, Turkey is the most progressive country because it has a strong secular basis. In the Arab World, none of the regimes in the Middle East would be considered progressive (although Tunisia and Morocco, North African countries, are progressive).
