A Member of Legislative Council {MLC} in the normal course would not be able to become a Central Minister. He has got to be a Member of Parliament [MP] - either from the Loksabha or from the Rajya Sabha. I presume you wanted to say MP instead of MLC. If that is the case, then he might be inducted in as a Minister of State initially in any ministry - though general public would tend to believe it will be in the Ministry of Information and Broadcasting because of his cinematic background.
