Itt appears that ammonium nitrate used for making bomblast ,is also used for minng too,why govt. cannot ban free sale of this commodityor proper control in market in market and persons who purchased it for mounting to account for every gram of its usage?It can be done on the same line asfor narcotics

Even if the ban ,they can import from pakistan or arab countries through smuglling

It is not possible as it is also used as chemical in laboratories as well in kitchen.usa is bit strict in it specially in planes.
