Why isn't India working hard on its own for developing good multifunctional light combat aircrafts rather than going to international weapon market n spending lots of taxpayers money there?

For your kind information india has already developed multi combat aircraft LCA and its inducted in IAF last year

It requires lot of original R&D effort, investment in time and money. Whenever we went for collaboration, we always went behind Know-how and not know-why. That is why we know how to make a thing and not how else to make a thing.
Due to this, we are falling behind in real R&D and are always at the mercy of other nations for technology !
