Before looking at how resolution amounts relate to photo print sizes, however, it's worth keeping in mind that resolution isn't the only factor in photo quality and print quality. These factors also play a significant role in determining how your digital photos will look on the computer screen and on paper.

Proper lighting
Lens quality
Steadiness of camera
Auto-focus on the proper subject
Proper shutter speed for moving or stationary subject
Clean equipment
Resolution needed for various print sizes
Resolution Avg. quality Best quality ...more

About 5 to 10 MP camera would be enough for most photography purposes.(You didnt tell what purposes?)
Other factors to consider would be a good Optical Zoom minimum 3x and about 2x digital zoom, the energy effieciency of the camera(they need batteries to run!),internal or external(AA size) batteries options, internal memory and memory cards supported, etc.
Also check the warranty and service of the vendor or the brand, before purchasing.

For the maximum pixels camera get the Seitz 6x17 Digital at 160 MegaPixel .
