An illiterate boy of 13 sold by his family to the LeT, brainwashed into jihad, trained into a killing machine and sent as a foot soldier to India. Should these facts ask for lesser penalty for Kasab than death??.

Itz debatable point. I feel itz matter for consideration and I would vote for it. But the problem is they hijack someone or something to bargain for his release and he would back killing spree.
The Q is death of unknown no. of innocents or death penalty to a victim though he is a product of social injustice.
