There can not be any blanket opinion about this.
Some NGOs are of course questionable but not all.
And good NGOs are always source of social reform. Their joining right agitation should be encouraged.

The Prevention of Corruption Act prescribes that whoever handles public money will come under d purview of this act. The best way of bringing them under Vigilance is 2 enact that all foreign money coming 2 b handled by V.O.s will be deemed 2 b public money within the purview of the P.o.C Act. There will be a plethora of litigation, each litigation will spawn other litigation. Or else, all foreign money should flow through govt - central or state;
