Again on English as a foreign langauge debate:
Even many schools in their curriculum list only
Chinese
French,
German
Italian
Japanese,
Portughese
Russian and
Spanish,

So why this feeling that English is a foreign language and when that too it has given Mother India a big edge in business Development and as emerging economic super power in the global village !!

I Think English is here to stay since 1853 and it should be considered as a local language for all practical purposes !! If some one tries to argue it will be only for argument sake is my view !!
