New immigration reform says"green card will be available to foreign students with US advanced degree" what if I got my degree in the top US university and relocated to a foreign country. I am not a student anymore. Will the provision apply to me as well?

First,
It is still proposed reform, while it becomes bill it will go through multiple iterations and ammendments, secondly most of the bills that get into law are effective from the day they are erected, so I guess you would not be eligible for GC unless you are legally in US and in process for GC.
