Advance reservation period (ARP) for train tickets is 90 days. But in train like 4095 from Delhi to Kalka, ARP is only one month. Why?

All day trains with only sitting facilities and A/C chair car facilities have a ARP of I month only.I think the above mentioned train is such one.

As read in IRCTC TERMS AND CONDITIONS
Opening day means 90 days in advance of the date of journey (journey date not to be included) from train originating station . Please note that in case of some inter city day trains, the ARP (advance reservation period) is less than 90 days. )
