I don't find any substance in these 'wise words' of the Mayor of Bogota. Colombia is not all that rich a country after all!
We have rich countries like oil rich Arab countries flush with petro dollars. I have never heard of any rich Arab using public transport.
Even in the days of USSR, the common people were the only ones using public transportation system. The high and mighty of the Politburo had big limousines and lived in comfortable dachas in suburbia of Moscow.
