I personally know, Bihar, voters were to vote at gun point those days when election commission was not having the role now they have. Hats off to Election Commission. But credit goes to T.N.Seshan.

Election Commission does not make any rule. They only implement the already legislated law pertaining to conduct of elections. Election Commission in India is very fair, in as much as they are very transparent and strict in enforcement of law and conduct of free and fair polls.
