You can't call it a-1 cities. You call it Metro cities which are new Delhi, Calcutta, Chennai, Mumbai and Bangalore

It is the peoples that make cities A Class or Z Class. The culture of one city may be entirely different from the other. So is also true with the lifestyle of the cities. There are many factors that goes in into determining a class of city. We can categorise the cities and then class them, like Economics (Cost) of living, Climate, Cosmopolitan nature, Tourism spots,Education level etc.Simplylabeling a city A or B would look very vague.
