First of all sex is the topic for adults, in india a person is identified as an adult when he attains the age of 18, according to me a person is adult when he thinks in a matured manner, and understands that sex education is just for knowledge otherwise he/she may get the curiosity about sex just like a child, & try for a practical experience. so the responsibility of providing sexual education must be given to parents& should not be given in schools & colleges. here once again the problem occures in the case of illiterates, so, the govt must concentrate ,first of all, on providing education to all, which will be a very big & difficult task , especially, for Indian govt because of lack of will power. At the end , changing my statemaent a bit, sexual education must be provided to those , teenage, students who are considered to be matured, being approved by lecturers (teachers)

Children should not be thought that in their childhood because they should use their childhood days playing and not learning about sex

The age when children pass out from their 10th std exams and go to college they should be made aware of the Sex Knowledge afterall they would be and its very natural to be curious to learn about their sexuality.

but as far as India is concerned here some parents are shy or rather embarresed to even think imparting such knowledge to children ; it is not their fault when they were children their parents prohibited them by their way however as is children will still findout their source of information but before they land into something wrong parents should diplomatically impart the subject to their children

in psychology i had learnt that SEX is a drive like hunger and thirst

so when we are hungry we know what to eat and before that we know how to cook what we want to eat........same is that of water we always look for pure water why bcos there our health comes into question then why a natural gift bestowed by the god to man and woman be a hiding subject.
