.....can a off duty police personnel intervene in a street quarrel exercising his police powers???

Even if on leave then also he can take note of the situation and notify to any of his colleagues on duty....and serve as a witness....

Actually any citizen has a right to make an arrest ... citizen's arrest. A police personnel is on 24 hours duty, even when he is 'off duty'. So, he has two 'powers' to intervene and even make an arrest. That of a citizen and of a police personnel .
