Glass will hole it's position irrespective of what water does .... so the water is inside the glass and without the glass, the water will be nowhere.

Let's think, Public(the common Men) and two major national Parties Cong. & BJP ........
Cong: Cong is the glass and public can be termed as water ....... because Cong. wants to keep the common men in their defined shape by hook or crook ........ they know how flexible is our Common men .........
BJP: now Public have taken the shape of Glass and they want to give BJP a shape of their dream ........
water needs a place to get the shape,so it should be always inside .......
