Yes. That is what Brahmins have fed us as information to believe so. After successfully becoming the dominating majority in Hinduism as for the religion is concerned, now it has become their duty to sooth our ears with such kind of informations so that their positions as Temple-priesthood, Acharyas, Jagatgurus etc., etc., are not disturbed. Well, if I decide my own path to become a temple-priest performing poojas to my personal God at temple, or to become a Sankaracharya where is the way to become one, being a non-brahmin Hindu? The case will be still worse if I were a Harijan, a coreligionist. We are psychologically directed to compare a Hindu and a non-Hindu and not allowed to compare a Brahmin and a non-brahmin Hindu. Seemingly our Hinduism is flexible; the truth is we are accustomed or trained up to live with Brahmin bluffs and lies. When there is no beliefs or laws then anything can be formed
as it is structure less without a foundation
so you are correct , any one can be a hindu inside or outside of India
but then a shudra is shudra and brahmin brahmin by birth alone
